Dr Yoo graduated from Ohio State University in 1980 before returning to the Korea Highway Corporation as a Highway & Traffic Engineer. The IRF in Washington has given its IRF professional of the year award to Dr Kyung-Soo Yoo. A IRF fellow from the class of 1979 Dr Yoo has been one of the chief architects behind Korea's world-class road connectivity programmes.
