The Productivity Committee in Sweden has presented a commission report to the country’s government criticising how it invests in roads and railways.
The independent body’s report also highlights three areas where changes are needed to revitalise the construction sector: better forward planning; more turnkey contracts; and an industrial approach to civil engineering construction.
The Committee said greater use of authorisation to order would allow authorities to pre-order projects over several years and begin the tender process earlier. It says the Swedish Transport Administration (1096 Trafikverket) has set itself ambitious targets for improving productivity, and recommends that this work is monitored over the next two years to ensure that these goals are achieved.
